About the Project
JSI is implementing the USAID NextGen Ugavi Bora, Afya Bora activity aimed at strengthening Tanzania's public health supply chain and pharmaceutical services. The project focuses on ensuring sustainable access to safe, effective, quality-assured, and affordable health commodities while enhancing the capacity of local systems, institutions, and individuals to manage supply chains efficiently.
Role Overview
The Business Analyst will lead business analysis activities for the implementation of Supply Chain Information Systems (SCIS), such as electronic logistics management information systems (eLMIS). The role involves collaborating with key stakeholders, including the Ministry of Health (MOH), the President’s Office of Regional Administration and Local Government (PO-RALG), and ICT departments, to align on business architecture decisions.
Key Responsibilities
Requirement Development and Documentation:
- Collaborate with stakeholders to create and document user requirements, including process mapping, use cases, and detailed system specifications.
- Convene subject matter experts to ensure alignment of requirements with project goals.
System Performance and Optimization:
- Manage and prioritize system backlogs using tools like JIRA or Confluence.
- Implement strategies for optimizing Supply Chain Information Systems' performance and functionality, including regular reviews.
Collaboration and Stakeholder Engagement:
- Facilitate the involvement of government counterparts in global SCIS communities (e.g., OpenLMIS).
- Foster integration between supply chain systems and health facility systems via Health Information Exchange platforms.
Testing and Quality Assurance:
- Develop and execute system test plans in collaboration with software developers and stakeholders.
- Ensure compatibility and quality of deliverables.
Training and Documentation:
- Create and manage technical guides, user manuals, and training materials.
- Conduct training sessions to enhance system utilization.
Stakeholder Engagement and Reporting:
- Serve as a resource for Data and Analytics activities and other SCIS initiatives.
- Prepare detailed technical reports and participate in key meetings and forums.
Qualifications and Experience
Required Skills and Background:
- Bachelor's degree in IT, Computer Science, Health Information, Business Management, or a related field (advanced degree preferred).
- 4+ years of experience with eLMIS, DHIS2, HMIS, or similar systems.
- Knowledge of Tanzania’s health information ecosystem and experience with MOH and health programs.
- Proficiency in Agile and Waterfall methodologies, along with tools like Visio, Lucidchart, or Gliffy.
- Experience in developing MIS technical documentation, conducting training, and facilitating stakeholder engagement.
Additional Competencies:
- Strong problem-solving and analytical skills, with experience in business process mapping.
- Familiarity with supply chain and health system integration.
- Proficiency in JIRA, Confluence, and Health Information Exchange platforms.
- Excellent communication skills in English, both written and verbal.
- Experience with USAID-funded projects is highly desirable.
