Purpose of the Job:

The Program Officer will lead efforts to strengthen value chains in the fisheries sector, focusing on empowering women and youth. The role aims to improve livelihoods by enhancing participation in fish production, processing, and marketing while fostering equitable and sustainable fisheries practices.

Responsibilities:

a) Program Design & Implementation
  • Design gender-inclusive, youth-friendly fisheries value chains and increase capacity for women and youth in the fisheries sector.
  • Support cross-border trade, local leaders, and youth and women group champions.
  • Analyze the fisheries value chain to identify opportunities for improving participation.
  • Implement activities, track milestones, and ensure compliance with project standards.
  • Provide leadership to project teams, sub-grantees, and private sector operators.
b) Market Access & Linkages
  • Establish market linkages between women/youth fish producers and local/international markets.
  • Promote value addition initiatives, such as improved processing, packaging, and branding of fish products.
c) Capacity Building & Training
  • Organize and deliver training programs for women and youth on fish production, processing, and business development.
  • Build capacity for structured cross-border fish trade and post-harvest handling.
d) Project Finance Management
  • Comply with project financial controls and ensure value-for-money throughout project implementation.
  • Assist in budget preparation, analysis, and reconciliation of accounts.
e) Project Monitoring, Evaluation & Reporting
  • Implement a Monitoring, Evaluation, and Learning (MEAL) plan.
  • Manage data collection and reporting, ensuring accuracy and timely submission of progress reports.
  • Collaborate with M&E teams to update project documents in the M&E portal.
f) Information and Communication
  • Prepare knowledge materials, reports, articles, and blogs for publication.
  • Maintain communication with project stakeholders and partners, and participate in meetings.

Expected Outputs:

  • Development of work plans and budgets, publishing project study reports, maintaining databases, and submitting quarterly progress reports to donors.

Leadership & Management:

  • Supervise Project Assistants, Technical Assistants, Enumerators, and Consultants to achieve project objectives.

Qualifications & Experience:

  • Education: Master’s degree in Agricultural Economics, Agribusiness Management, Natural Resource Economics, or related fields.
  • Experience: Minimum of 7 years in project management, value chain development for youth/women empowerment, and cross-border trade.
  • Skills: Expertise in Value Chain Development, Supply Chain Management, and entrepreneurship for perishable commodities.
  • Languages: Proficiency in local Tanzanian fishing community languages and Kiswahili is an advantage.
