About IRMCT

The International Residual Mechanism for Criminal Tribunals (IRMCT) is a specialized UN entity that ensures the continuation of essential functions of the International Criminal Tribunals for Rwanda (ICTR) and the former Yugoslavia (ICTY). The Mechanism operates across two branches, Arusha (Tanzania) and The Hague (Netherlands), with the mandate to manage legal, administrative, and judicial responsibilities related to past international criminal proceedings.

As part of its commitment to operational excellence, the Mechanism is seeking a highly experienced Chief of Administration to lead and oversee the organization's administrative, financial, human resources, and security services.


Key Responsibilities

🔹 Strategic Leadership & Policy Implementation

  • Provide high-level policy advice on administrative matters to the Registrar, President, and Prosecutor of the Mechanism.

  • Formulate, implement, and oversee UN policies related to administration, finance, procurement, HR, IT, security, and general services.

🔹 Administrative & Financial Oversight

  • Plan and manage key administrative functions, ensuring smooth operations across the Mechanism’s divisions.

  • Ensure effective financial management, budget execution, and resource allocation in alignment with UN regulations.

  • Oversee procurement activities and ensure compliance with UN financial rules and policies.

🔹 Human Resources & Organizational Development

  • Supervise HR policies, recruitment processes, and workforce planning to maintain operational efficiency.

  • Promote gender balance, diversity, and professional development among staff members.

🔹 Risk Management & Compliance

  • Lead internal audits, risk assessments, and financial oversight in collaboration with OIOS, the Board of Auditors, and other review bodies.

  • Ensure adherence to UN ethical and professional standards, including accountability in administrative functions.

🔹 Cross-Organizational Coordination

  • Liaise with UN entities, international courts, and regional organizations, including UNON, UNOG, ICJ, RSCSL, and the African Court on Human and Peoples’ Rights.

  • Represent IRMCT in intergovernmental meetings and provide budgetary/program performance reports.


Who We’re Looking For

Education & Qualifications:

  • Advanced university degree (Master’s or equivalent) in Business Administration, Finance, Public Administration, Law, Social Sciences, or a related field.

  • A first-level degree with two additional years of experience may be accepted in lieu of an advanced degree.

Professional Experience:

  • 10+ years of progressively responsible experience in administration, finance, HR, procurement, or related areas.

  • 5+ years of experience within the UN or international organizations is highly desirable.

  • Prior experience with UN International Criminal Tribunals is an added advantage.

  • Strategic Thinking: Excellent judgment and decision-making skills in complex situations.

  • Accountability: Commitment to transparency, compliance, and ethical management.

  • Communication: Strong interpersonal and negotiation skills with the ability to engage with high-level stakeholders.

Language Proficiency:

  • Fluency in English is required.

  • Working knowledge of French is desirable.
